DDA Executive Director”]Responsible for executing the directives of the Board of Directors for the Authority, which is a component arm of the Casper City Government, Mr. Hawley serves as the public face and spokesperson for the DDA. The DDA represents property owners within a designated Downtown Development District. The DDA works to increase property values within the district through various methods as directed by state statute. In this capacity, Mr. Hawley works closely with the City Manager’s Office as well as the City Council. He also manages the business office, which includes: business recruitment, new property development, existing property redevelopment, marketing, promotions, media, and project implementation throughout the district.

He holds a Bachelor’s Degree in Accounting from the University of Wyoming and a Master’s Degree in Professional Accountancy from the University of Texas. He is a CPA and Shareholder at Grooms & Harkins, PC where he provides audit, tax and consulting services to small businesses and non-profits throughout Wyoming and Colorado. Mr. Grooms also serves on the Board of Directors of CAEDA, the Wyoming Society of Certified Public Accountants, and the University of Wyoming College of Business Advisory Board.

6/30/2024[/lsvr_team_member][lsvr_team_member name=”Tim Schenk” role=”Senior Project Architect | GSG Architecture | DDA Board Member” portrait=”4642″]Tim’s professional background as a licensed architect in Wyoming for the past 40 years, all as a resident of Casper, along with his past experience working with and on local and state boards, will be a great asset for the Board.

 

Tim has been very fortunate to have been involved in many projects in the Downtown area over the years, and believes those relationships will be valuable, as he looks forward to the opportunity to serve by assisting and helping to guide the DDA in its future endeavors.

Tim is a graduate of Montana State University, Bozeman, with a Master of Architecture and a Bachelor of Architecture; licensed as a professional architect in the States of Wyoming, Colorado, and Nebraska; and is a member of the American Institute of Architects, AIA Wyoming, and the National Council of Architectural Registration Boards. He served two terms as President of the State Board of Architects and Landscape Architects, along with two terms on the Natrona County Planning and Zoning Commission and the City of Casper’s Contractor’s License and Appeals Board. He is currently serving as an elder at Grace Reformed Church at City Park.

Tim and Judy just celebrated their 39th wedding anniversary and have three great kids and 3 beautiful grandchildren, all residing in Casper.

Will’s wife Donna and mother-in-law Maureen Hembree own Dsasumo, a downtown Thai restaurant. As a lifelong Casper resident with strong ties to the Downtown Casper area Will has a vested interest in helping to facilitate the development of Casper’s downtown community. Along with his position on the DDA Will is a member of the Casper College Booster Club Board.

6/30/2024[/lsvr_team_member][lsvr_team_member name=”Shawn Houck” role=”Owner| AdBay | DDA Board Member” portrait=”4315″]A lifelong Casper resident, Shawn Houck graduated from the University of Wyoming with an English degree and a passion for storytelling, media and entrepreneurship.  Shawn is the owner of several downtown-based businesses, including the Adbay advertising agency and Oil City News.  He is also co-owner at Frontier Brewing Company, a craft brewery located in the heart of downtown Casper.  Through his service on the Downtown Development Association board, Shawn hopes to help build a community that will attract and sustain more entrepreneurs in the heart of Wyoming.  In his free time, Shawn can often be found running a nearby trail or enjoying a community event with his family.

Tony attended high school in Rock Springs and spent two years at University of Wyoming in Laramie before meeting my wife Michelle.  Tony and his wife transferred up to the University of North Dakota together so that she could pursue her Doctorate in Physical Therapy while Tony finished his business management degree.  They decided to move back to Wyoming in 2011 after 8 years in Wichita Kansas working for Slumberland Coorperate. Tony opened a Slumberland franchise in dowontown Casper that summer. Tony and his wife have 5 wonderful daughters from 13 to 3 years old who keep them very busy with school, activities, and time spend together outdoors

Raised on the freezing prairies of Manitoba, Canada, her life took more than a few unexpected twists before landing her in Wyoming in the spring of 2006. She is a Certified General Appraiser and owner of MountainWest Valuations, a growing company now serving all of Wyoming and western South Dakota, and is also the proud Co-Founder/CEO of eval.com, the platform set to revolutionize the valuation industry in the US. Deb currently sits on the Board of Directors for the Wyoming/Western South Dakota chapter of the Appraisal Institute, and takes advantage of the opportunity it brings to be involved in the future of the industry. When not working, Deb enjoys spending time with her favorite people, traveling, driving and riding beautiful machines, and paying back the community that has given her so much.

Her passion is working with businesses to create smart strategy that guides effective implementation. Kerstin has worked in the marketing and communications industries in Wyoming and Colorado since 2005 after graduating from Iowa State University with a BA in Public Relations. She grew up in southern California and Iowa and moved to Casper via Denver in 2008. Casper quickly became Kerstin’s life-long home, partly because of the charm and potential of Downtown Casper. Recognizing the importance of downtown to our community, she served on the DDA Marketing Committee from 2011-2013. Since then, she has been a supporter of the DDA and David Street Station, participating in public meetings, volunteering, information gathering and financially contributing. As a business owner, and with many clients in the district, it’s important to Kerstin to have a thriving downtown to promote business, opportunity, recreation and lifestyle. Kerstin is married and has two active, young sons. Her family has benefited greatly from and truly enjoys Downtown Casper and David Street Station. In her free time, she enjoys spending time with family and friends, traveling, boating, and volunteering with her favorite organizations.

He also serves on the Advance Casper, Science Zone, and Casper Youth Council boards. After graduating with his B.A. in Psychology from the University of Wyoming, Kyle spent several years working in the mental health field for private, nonprofit, and governmental agencies. He is now an account manager at LUM studio and helps businesses to prosper through branding, advertising, content creation, and other strategic development. He is a lifelong resident of Casper, an ardent community advocate, and a lover of the outdoors. He enjoys spending time hiking, biking, kayaking and otherwise being out in nature. But most importantly, he loves spending time with his beautiful girls, wife Whitney and daughter Eleanor. Their family spends much of their free time at David Street Station enjoying the variety of events and activities the facility offers.
